2.  INVOCATION AND PLEDGE OF ALLEGIANCE 
The City of Maumelle welcomes people of diverse cultures and beliefs. Any religious viewpoint expressed during invocation, or at any other time during the meeting, reflects only the personal opinion of the speaker. It is not intended to proselytize, advance, or disparage any religious belief.

4.  APPROVAL OF MINUTES – NOVEMBER 5, REGULAR MEETING 

5.  PUBLIC COMMENT
During Public Comment, issues NOT on the agenda may be addressed.  Public comments concerning items on the agenda will be allowed when that item is discussed by the Council.  Anyone wishing to make a comment must fill out the provided form and present it to the City Clerk.  In the interest of time comments will be limited to three (3) minutes.  This privilege may be revoked by the Mayor in the case of inappropriate language or comments.  Any public member shall first state his or her name and address, followed by a concise statement of the person's position or concern.  All remarks shall be addressed to the Mayor or the Council as a whole, not to any particular member of the Council.  No person other than the Council members and the person having the floor shall be permitted to enter into any discussions without permission of the Mayor.

A. Third Reading Ordinance 962 Establishing Master Agreement Standards                              Mayor Watson  
With no objections, Mayor Watson may call for the third reading of the ordinance establishing standards for a Master Agreement for Small Wireless Facilities to be placed in the City Rights of way. 
A MOTION IS IN ORDER.


B. Second Reading Ordinance 963 Amending a Compensation Schedule        Mayor Watson
With no objections, Mayor Watson may call for the second reading of the ordinance amending the compensation for the elected position of mayor.  NO ACTION IS REQUIRED.

C. Second Reading Ordinance 964 Amending a Compensation Schedule as Amended          Mayor Watson With no objections, Mayor Watson may call for the second reading of the ordinance amending the compensation for the elected position of city clerk/treasurer. 
NO ACTION IS REQUIRED.

D. Second Reading Ordinance 965 Amending a Compensation Schedule       Mayor Watson
With no objections, Mayor Watson may call for the second reading of the ordinance amending the compensation for the elected position of city attorney.  NO ACTION IS REQUIRED.

E. Second Reading Ordinance 966 Amending a Compensation Schedule       Mayor Watson
With no objections, Mayor Watson may call for the second reading of the ordinance amending the compensation for the elected position of city council.  NO ACTION IS REQUIRED.

F.  Second Reading Ordinance 967 Amending Ordinance 811           Council Member Mosley
With no objections, Mayor Watson may call for the second reading of the ordinance modifying the timeframe to establish the Elected Officials Salary Task Force. NO ACTION IS REQUIRED.  

G. Resolution 2018-31 Approving a Preliminary Development- Deferred from previous meeting         Mayor Watson
With no objections, Mayor Watson may call for the reading of the resolution approving a preliminary development plan for the Country Club of Arkansas Phase XXIV-B. A MOTION IS IN ORDER

H.  Resolution 2018-32 Amending the 2018 Street Fund Budget- Deferred from previous meeting      Mayor Watson
With no objections, Mayor Watson may call for the reading of the resolution amending the 2018 Street Fund Budget for construction of the I-40 Interchange. The Mayor will request that this resolution be tabled indefinitely.
