Mayor Watson called the meeting to order at 6:00 p.m. with eight members present.
Alderman Ladner gave the Invocation and led the Pledge of Allegiance.
SPECIAL GUESTS AND ANNOUNCEMENTS
Paul Elliott, Justice of the Peace, updated the Council on issues before the Quorum Court.
MINUTES—November 21, 2011
Alderman Johnson moved to approve the minutes of the November 21st , 2011 meeting. Alderman Hogue seconded the motion and it passed unanimously.
PUBLIC COMMENT
Phil Bullington, of 4 Blue Mountain Cove, expressed his concerns about work done on the Lake Willastein trail.
PROCEDURAL MOTION
Alderman Ibbotson moved to have all ordinances and resolutions read by title only. Alderman Hogue seconded the motion and it passed unanimously.
ORDINANCE 792 REDISTRICTING CITY WARDS
With no objections, Mayor Watson called for the third reading of the redistricting city wards. The City Clerk gave the reading.
Alderman Ladner moved to approve the ordinance. Alderman Johnson seconded the motion and it passed unanimously.
ORDINANCE 793 AMENDING THE MAUMELLE LAND USE PLAN
With no objections, Mayor Watson called for the first reading of the ordinance amending the current Land Use Plan changing 10.44 acres in Section 11, Township 2 North, Range 13 West from SFD to SUR. The City Clerk gave the reading.
Blake Jackson, of the development group, gave the Council a presentation on the proposed development. Jack Caston, architect with the project, addressed specific issues of the project as well.
Alderman Brainerd confirmed where the entrances would be located and the Planning Commission vote (4-2 with one absence).
Bill Watkins, of 11400 Crystal Hill Road, expressed concerns with the development, specifically during construction.
Janet Watkins, of 11400 Crystal Hill Road, stated that they had been involved in a long fight for a peaceful place to live. She stated that she would like to see this area stay single family residential.
Ruby Green, of 6921 Counts Massie Road, stated that she would rather see the area stay single family residential. She also asked about roads. Mayor Watson stated that would be addressed in the next stage of the development.
Alderman Ladner expressed concern about leaving an island of R1 zoning in the area.
ORDINANCE 794 AMENDING THE MAUMELLE ZONING MAP
With no objections, Mayor Watson called for the first reading of the ordinance amending the current Zoning Map rezoning 10.44 acres in Section 11, Township 2 North, Range 13 West from SFD to PRD. The City Clerk gave the reading.
MAYOR’S COMMENTS
Mayor Watson stated that a strategic planning firm was selected and would make a presentation at the next Council meeting.
Mayor Watson stated that Hometown Thanksgiving had gone very well and thanked all those involved; pointing out the efforts of Timmons and Neighbors Helping Neighbors.
Mayor Watson announced another budget workshop on December 13 at 6:00 pm.
Mayor Watson stated that the Holiday Trail of Lights had begun on November 28th and would go through all of December.
Mayor Watson announced a location public hearing for the 3rd access on December 6 from 4:00-7:00 pm.
Mayor Watson announced the Lions Club pancake breakfast December 10 from 8:00-11:00 am.
ALDERMEN’S COMMENTS
Alderman Brainerd announced a Maumelle High School wresting meet at 5:30 pm on December 8.
ADJOURNMENT
Alderman Ladner moved to adjourn the meeting. Alderman Ibbotson seconded the motion and it passed unanimously.
Mayor Watson adjourned the meeting at 6:55 p.m.
