November 7, 2011 MINUTES
Mayor Watson called the meeting to order at 6:00 p.m. with eight members present. Alderman Stell gave the Invocation and led the Pledge of Allegiance. SPECIAL GUESTS AND ANNOUNCEMENTS Marion Scott, of 12 Spring Drive, reminded the Council about Hometown Thanksgiving and stated that they still needed volunteers. MINUTES—October 17, 2011 Alderman Johnson moved to approve the minutes of the October 17, 2011 meeting. Alderman Anderson seconded the motion and it passed unanimously. PUBLIC COMMENT Terry Jones, of 25 Nimrod Cove, gave the Council an update on Friends of Lake Willastein. She stated that they were now 80 members strong and shared their mission statement. PROCEDURAL MOTION Alderman Anderson moved to have all ordinances and resolutions read by title only. Alderman Stell seconded the motion and it passed unanimously. ORDINANCE 788 PROHIBITING THE DISCHARGE OF FIREWORKS With no objections, Mayor Watson called for the second reading of the ordinance prohibiting the discharge of fireworks. The City Clerk gave the reading. Alderman Ladner moved to suspend the rules and have the 3rd reading of the ordinance. Alderman Stell seconded the motion and it failed with Aldermen Johnson, Saunders and Hogue voting no and the Mayor not casting a vote. ORDINANCE 790 REGARDING DEAD OR DISEASED TREES With no objections, Mayor Watson called for the third reading of the ordinance regarding enforcement of provisions regarding dead or diseased trees. The City Clerk gave the reading. Alderman Stell moved to approve the ordinance. Alderman Johnson seconded the motion and it passed unanimously. ORDINANCE 773 CONCERNING DEDICATION OF STREETS AND DRAINAGE With no objections, Mayor Watson called for the third reading of the ordinance accepting and confirming the dedication of certain streets and drainage associated with Lot 11, Burkhalter Business Park. The City Clerk gave the reading. Alderman Stell moved to approve the ordinance. Alderman Anderson seconded the motion and it passed unanimously. ACADEMICS PLUS SCHOOL BOARD APPOINTMENT The City Council interviewed Luke Ribich and Darren Henderson regarding their desire to be appointed to the Charter School Board. Nancy Acre was out of town and could not attend the meeting. By written ballot, Ms. Acre was selected to serve on the Board for a term lasting until May 2015. ORDINANCE 792 REDISTRICTING CITY WARDS With no objections, Mayor Watson called for the first reading of the redistricting city wards. The City Clerk gave the reading. RESOLUTION 2011-42 AUTHORIZING THE CITY TO APPLY FOR A GRANT With no objections, Mayor Watson called for the reading of the resolution authorizing the Mayor to apply for a GIF Community Enhancement grant. The City Clerk gave the reading. Alderman Stell moved to approve the resolution. Alderman Anderson seconded the motion and it passed unanimously. RESOLUTION 2011-43 AMENDING THE 2011 SANITATION FUND BUDGET With no objections, Mayor Watson called for the reading of the resolution appropriating funds to purchase a 20 yard container. The City Clerk gave the reading. Alderman Brainerd moved to approve the resolution. Alderman Hogue seconded the motion and it passed unanimously. MAYOR’S COMMENTS Mayor Watson stated that the selection committee for strategic planning would be interviewing three candidates on November 10th. He noted upcoming budget meetings on Nov 9 and Dec 1. Mayor Watson stated that Arbor Day was well attended and a great event, reminded people to vote tomorrow, and stated that Maumelle had won Volunteer Community of the Year again. He also stated that there would be a Veterans Day ceremony on Friday at 4:00 pm. PLANNING COMMISSION REPORT Alderman Johnson stated that the rezoning issue for the apartments had been moved until November and that a variance for a set back line on a home built in 2007 had been approved. ALDERMEN’S COMMENTS Alderman Saunders stated that the Maumelle Players had three upcoming showings of Gladys in Wonderland and invited all to attend. CITY ATTORNEY’S COMMENTS Ms. Davis announced that the 9th grade team at Maumelle High School had won the River City Championship. CITY CLERK’S COMMENTS Mr. Clausen noted the upcoming event for the Maumelle Middle School Band. ADJOURNMENT Alderman Ladner moved to adjourn the meeting. Alderman Stell seconded the motion and it passed unanimously. Mayor Watson adjourned the meeting at 6:56 p.m. |
