Mayor Watson called the meeting to order at 6:00 p.m. with eight members present Mayor Watson gave the Invocation and led the Pledge of Allegiance.
Ron Harris, of Entergy, gave the Council a presentation on recent events and plans for Entergy.
Alderman Johnson moved to approve the minutes of the April 15, 2013 meeting. Alderman Anderson seconded the motion and it passed unanimously.
Alderman Hogue moved to have all ordinances and resolutions read by title only. Alderman Lewis seconded the motion and it passed with Alderman Norris voting no.
With no objections, Mayor Watson called for the second reading of the ordinance amending the Master Street Plan to add a median cut on Odom Boulevard. The City Clerk gave the reading. Alderman Mosley asked who pays for the cut. Mayor Watson stated that the developer does.
Mayor Watson stated that Harvey Durham was our only applicant. Alderman Johnson moved to appoint Mr. Durham to a 5 year term ending in 2018. Alderman Saunders seconded the motion and it passed unanimously.
Mayor Watson stated that John Shram was our only applicant and was recommended by the Facilities Board. He asked for confirmation of his appointment. Alderman Anderson moved to confirm the appointment of Mr. Shram to a 5 year term ending in 2018. Alderman Saunders seconded the motion and it passed unanimously.
With no objections, Mayor Watson called for the reading of the resolution appropriating CIP escrowed funds for the construction of drainage infrastructure projects. The City Clerk gave the reading. Alderman Hogue asked what the projects were. Robert Cogdell, Public Works Director, detailed the potential projects. Alderman Mosley asked if any work would be done on private property. Mayor Watson stated that work may be done, but only if it’s in a dedicated easement. Alderman Johnson moved to approve the resolution. Alderman Lewis seconded the motion and it passed unanimously.

With no objections, Mayor Watson called for the first reading of the ordinance amending provisions regulating door to door solicitation upon residential properties. The City Clerk gave the reading. Mayor Watson gave background on the ordinance and detailed an incident that happened on April 6th. Alderman Saunders asked if this permit would be the same as the solicitors received. Mayor Watson stated it was. Alderman Mosley asked if it was considered soliciting to put out flyers. Mayor Watson stated it was not. Alderman Anderson asked if the permit had to be displayed. City Clerk Clausen stated that it had to be carried on their person, but not worn. Alderman Norris commented that including anyone driving the solicitors was broader that just including supervisors. City Attorney Davis stated that was the intent. Police Chief Sam Williams detailed past situations and gave reasons the changes were needed. Mayor Watson noted that most of our problems come from out of state solicitors. Alderman Johnson asked if passage of the ordinance needed to sped up. Chief Williams noted that we were headed into our busy season for soliciting. Alderman Lewis moved to suspend the rules and have the second and third readings of the ordinance. Alderman Hogue seconded the motion and it failed with Aldermen Norris, Anderson and Mosley voting no.
With no objections, Mayor Watson called for the first reading of the ordinance adopting supplemental provisions of the City Code. The City Clerk gave the reading. City Attorney Davis gave background on and explained the ordinance.
Mayor Watson stated that he would bring a recycling proposal to the Council for a vote and would then move forward with investigating letting others take over the entire sanitation service. Alderman Mosley stated that he was leaning against letting anyone else do more than the recycling. Alderman Hogue asked if the we had looked at the City doing the recycling. Mayor Watson stated that Waste Management had the only MURF in central Arkansas. Mayor Watson that the boat ramp at Park on the River would be under construction beginning July 15th. Alderman Lewis thanked the Mayor for his work on this. Mayor Watson stated that Maumelle Fest was a great event but it was slowed by weather conditions. Mayor Watson stated that Relay for Life was scheduled for May 17th-18th. Mayor Watson stated that Rev Up Maumelle was scheduled for May 18th. Mayor Watson stated that there would be a Memorial Day ceremony on May 27th. Mayor Watson stated that Chamber of Commerce golf tournament was scheduled for May 16th. Mayor Watson stated that the Scholastic building had been sold and thanked Judy Keller for her efforts on the project. He stated that they hoped to announce a tenant soon.
Alderman Anderson stated that Sound Logic had received a variance and that a site plan had been approved as well.
Alderman Johnson shared a story about getting help when he and a bus full of Charter School kids broke down in Harrison. Alderman Mosley stated that he wanted to shoot for a June 10th or 11th joint meeting with Maumelle Water.
City Clerk Clausen highlighted events that would be part of Relay for Life and invited all to attend.
