STAFF MEMBERS PRESENT Jim Narey, Planning Director
Chairman Todd called the regular meeting of the Maumelle Planning Commission to order at 6:30 pm.
Mr. Narey announced Commissioner Wyeth was absent, and Metroplan would be hosting a training session for Commissioners in 2012.
Chairman Todd asked for comments and/or changes to the minutes as submitted.
Commissioner Kierre made a motion to approve the minutes with changes requested. Commissioner Fisher seconded the motion and the motion passed unanimously.
OLD BUSINESS There was no old business NEW BUSINESS
Mr. Narey stated there was a revision of Vista Del Rio Drive and the addition of two lots. Mr. Narey stated Staff recommended for approval. Commissioner Fisher recused from the vote. MOTION: Commissioner Johnson made a motion to approve a revised preliminary plat for Mountain Crest Estates, Phase II.Commissioner Kierre seconded the motion.The motion passed unanimously. Commissioner Wyeth was a absent. Commissioner Fisher was recused from the vote. 2. 2.) Proposed Amendment to the Maumelle Master Land Use Plan, SFD to SUR (Single Family Detached to Special Use Residential) Mr. Narey stated the request was to amend the Land Use Plan from SFD (Single Family Residential) to SUR (Special Use Residential) for the property in question. Mr. Narey stated Staff recommended for approval. Jack Caston, delivered a presentation regarding the proposed project for the property being considered. Mr. Caston stated there would be 224 units, 260 parking spaces, and showed images of the proposed project. Eric Holloway, 200 Casey Drive, shared information from a traffic study preformed by Metroplan in 2009. Mr. Holloway stated the traffic study showed multi family developments produced 6-7 trips per day, and singe family developments produced 10-11 trips per day. Commissioner Johnson stated the trips per day were shown to be less in the study; however the study allow that consider the increased density and that would create for increased traffic. Bill Watkins, 11400 Crystal Hill Road, stated concerns regarding water flow, disruption of life, access during construction, and traffic. Ruby Green, 6921 Counts Massie Road, stated concerns regarding traffic and asked the Commission to allow the property to remain single family residential. Terry Evans, 6820 Counts Massie, stated his concerns regarding traffic. Steve Mosley, 16 Riverwood Place, stated his concerns regarding limited entrances to Maumelle. Allen Rhule, 10819 Hominy Lane, stated his concerns regarding the proposed pool location. Commissioner Johnson asked if the developer intended to install full street improvements as indicated on the plat. Blake Jackson, stated they were intending to perform full street improvements and dedicate the streets to the City as well. Commissioner Johnson stated the plat reflected the street to be developed on Ruby Green’s property and asked if the applicant had ownership to develop the proposed street as shown. Mr. Holloway stated they would only construct the street on property they had ownership of. Billy Harrington, 168 Hibiscus Drive, stated he had shard the request for proposed Land Use and Zoning Maps to the over 400 members of the MCA, and he received response from 15 that indicated support of the amendments if the property was developed as proposed. Mr. Harrington stated without more response there was no official MCA position regarding these proposed amendments. Sandra Ballew, property owner, stated she did not wish to sell any portion of her property to allow the proposed development. Mr. Holloway stated it had been confirmed there was an existing access easement on Ruby Green’s property. Amanda Maddax, 6820 Counts Massie, stated concerns regarding traffic and quality of existing streets. Commissioner Robin Green quoted Sec. 94-2 and stated she was not in support of the proposed amendments. Commissioner Adrian Greene stated concerns regarding existing traffic problems. Jack McCray, PCC Construction, stated he felt the proposed project was the best use for the property. Commissioner Kierre stated traffic was a problem in several other cities and she did not believe stopping or slowing development would be the solution. Commissioner Kierre stated she encouraged the Commission and the citizens to support a third entrance in Maumelle to relieve traffic problems. Mr. McCray stated the development could increase tax profits for the City as well as it’s schools. Cherlyn Green stated her mother did not want her land taken to support the proposed development. Madam City Attorney Davis stated there were laws to protect Mrs. Green’s property and the developer wished to only develop on property that they owned. Madame City Attorney Davis stated the applicant has indicated there was an access easement on her mother’s property, and assured the citizen no property would be taken without consent. Steve Mosley, representing Maumelle Residents Untied, stated in a meeting with the Arkansas Highway Department a representative informed him a third entrance in Maumelle was not likely for the next ten years. MOTION: Commissioner Fisher made a motion to recommend for approval to the Maumelle City Council a Proposed Amendment to the Maumelle Master Land Use Plan, SFD to SUR (Single Family Detached to Special Use Residential). Commissioner Johnson seconded the motion. In Favor: Commissioners Kierre, Johnson, Fisher and Chairman Todd. Not in Favor: Commissioners Green, and Greene. Commissioner Wyeth was absent.The motion passed, 4 in favor, 2 against, and 1 absent.

The motion passed, 4 in favor, 2 against, and 1 absent. MOTION: Commissioner Johnson made a motion to close public hearing. Commissioner Fisher seconded the motion and the motion passed unanimously. PUBLIC HEARING WAS CLOSED AT 7:40 pm. LIASON REPORT November 7– Chairman Green stated there was the third reading and passing of Ordinance 773. MOTION: Commissioner Johnson made a motion to adjourn the meeting. Commissioner Kierre seconded the motion and the motion passed unanimously.
