OTHER STAFF MEMBERS PRESENT Jim Narey, Planning Director OTHER STAFF MEMBERS ABSENT Mizan Rahman, City Engineer Chairman Todd called the regular meeting of the Maumelle Planning Commission to order at 6:30 pm. ANNOUNCEMENTS Mr. Narey reminded the Commission that the election of officers would be at the March meeting.
PUBLIC COMMENT Chairman Todd opened public comment at 6:31pm. APPROVAL OF MINUITES FOR January 27, 2011 Chairman Todd asked for comments and/or changes to the minutes as submitted. Commissioner Johnson asked for changes regarding mistakes in the minutes. MOTION: Commissioner Wyeth made a motion to approve the minutes with changes requested. Commissioner Johnson seconded the motion and the motion passed unanimously. OLD BUSINESS There was no old business NEW BUSINESS
Mr. Narey stated the proposed amendment was constructed by Madam City Attorney, Staff, Jim Morley, Director of Code Enforcement/ Building Inspection City of Maumelle, as well as Commissioner Kierre. Jim Morley, Director of Code Enforcement/ Building Inspection City of Maumelle, 23 Hightrail Drive, stated illegal dumping of concrete was occurring because there were currently no designated discharge facilities available. Mr. Morley stated the proposed amendment would establish a requirement that all subdivisions under construction would be required to have at least one concrete washout facility. Commissioner Kierre stated those subdivisions with a concrete washout facility have less discharge issues, and the proposed amendment would help the City. Mr. Morley stated they would be advising all concrete companies if the amendment is adopted. MOTION: Commissioner Kierre made a motion to recommend for approval to City Council a proposed amendment to Maumelle City Code Sec. 94-803 Requirements applicable to certain dischargers, Sec. 94-811. General requirements for construction sites, Sec. 94-839. Sediment control BMP’s. Commissioner Wyeth seconded the motion and the motion passed unanimously. MOTION: Commissioner Wyeth made a motion to close public hearing. Commissioner Kierre seconded the motion and the motion passed unanimously. PUBLIC HEARING WAS CLOSED AT 6:43 pm. LIASON REPORT February 7 – Commissioner Fisher stated there was the first reading of Ordinances 766 and 767. February 22 – Commissioner Johnson stated there was the second reading of Ordinance 766 regarding construction standards, and Ordinance 767 definitions for stand alone uses. ANNOUNCEMENTS Mr. Narey stated there was to be a proposed project regarding the March Planning Commission that might require a visual tour and would be contacting the Commissioners to set up a date and time. Mr. Narey also stated for the March Planning Commission meeting Madam City Attorney would be absent. Commissioner Kierre stated she may also be absent for the March meeting. MOTION: Commissioner Fisher made a motion to adjourn the meeting. Commissioner Johnson seconded the motion and the motion passed unanimously.
