ANNOUNCEMENTS Chairman Todd stated discussion of 2 foot freeboard would be moved on the agenda to follow item B. MOTION: Commissioner Wyeth made a motion to approve the minutes as submitted. Commissioner Green seconded the motion and the motion passed unanimously.
APPROVAL OF MINUITES FOR November 18, 2010 Chairman Todd asked for comments and/or changes to the minutes as submitted.MOTION: Commissioner Johnson made a motion to approve the minutes as submitted. Commissioner Fisher seconded the motion and the motion passed unanimously.
PUBLIC COMMENT Chairman Todd opened public comment at 6:31pm. OLD BUSINESS There was no old business NEW BUSINESS A) Revised site plan, A+ Academics Charter School Mr. Narey stated after a second Staff review the only comments that remained were to comply with all requirements from the City Engineer. Clayton Vadan, Lewis Architects, stated applicant would comply. MOTION: Commissioner Kierre made a motion to approve the revised site plan for A+ Academics Charter School. Commissioner Johnson seconded the motion and the motion passed unanimously. B) Revised landscape plan, A+ Academics Charter SchoolMr. Narey stated Staff recommended for approval as submitted. MOTION: Commissioner Johnson made a motion to approve the revised landscape plan for A+ Academics Charter School. Commissioner Green seconded the motion and the motion passed unanimously. Discussion: Proposed amendment to Maumelle Flood Ordinance, 2 foot Freeboard Commissioner Johnson asked how many communities within the NFIP were adopting ordinances that exceeded the two foot freeboard requirement. Mike Borengasser CFM and AR NFIP Coordinator, 133 Mitchell Street, Conway, stated half a dozen or so had moved to a two foot freeboard. Mr. Borengasser stated some communities would not make their decision until after the updated flood maps were adopted for their community. Mr. Borengasser stated if Maumelle joined the community rating system the citizens would receive reduced flood insurance rates. Mr. Borengasser stated the City would receive points and for every 500 points would earn a 5% reduction in flood insurance down to 45%. Chairman Todd asked how long it would be before the maps were complete and could be adopted. Mr. Narey stated that process could be another two to three years; the City of Maumelle is within Pulaski County. Commissioner Fisher asked if FEMA would be changing their regulations from “at or above base flood elevation”, and asked if the City was to become involved in the community rating system would the reduced rates affect existing flood insurance policy holders or only new?Mr. Borengasser stated it would affect new and existing flood insurance policy holders, and he did not feel that FEMA would be changing their standards. Bob Holloway, 200 Casey Drive, Maumelle, asked Mr. Borengasser why two foot freeboard was suggested rather than any other number.Mr. Borengasser stated the two foot freeboard requirement could mean up to a 75% reduction in flood insurance, and would not cost too much more during the construction phase. John Wright, 1 Country Club Circle, Maumelle, stated only the seventy flood insurance policy holders were going to receive the benefits, however it could cost two to three thousand dollars more during the construction phase. Mr. Borengasser stated the savings with reduced flood insurance would off set that cost over a possible period of fifteen years. Gibb Carpenter, 123 Osage Drive, stated the value should be considered from a risk vs. reward on the investment, and if “at or above” is insufficient maybe the City should consider one foot to make it less expensive during the construction phase. Chairman Todd stated maybe one foot would be an option at this time and two foot reconsidered when the updated maps are released. C) Proposed Ordinance Amendment Sec. 94.1. Definitions ( Specifically new definitions regarding Automated Teller Machine, Convenience Kiosk, Ice Vending Machine, Stand Alone Use, Vending Machine). Mr. Narey stated as the City develops it is found that the requests of the community are not always defined in our City Code.Chairman Todd stated Section 94-307 ( c), stated no portion of the circulation system for a stand alone use shall be within 300 feet of the boundary of a residential zoning district. Chairman Todd stated since these will be handled under a conditional use, could this be adjusted for each case. Madam City Attorney Davis stated yes, the Commission could change that requirement as part of the Conditional Use.MOTION: Commissioner Johnson made a motion to table the proposed ordinance until January 2011. Commissioner Fisher seconded the motion and the motion passed unanimously. MOTION: Commissioner Johnson made a motion to close public hearing. Commissioner Wyeth seconded the motion and the motion passed unanimously. PUBLIC HEARING WAS CLOSED AT 7:31 pm. LIASON REPORT December 6 – Commissioner Green stated there was the second reading of Ordinance 761, 762 and 763. Commissioner Green also stated the City was approved for the White Oak Bayou Grant, and Ordinance 759 was approved. MOTION: Commissioner Wyeth made a motion to adjourn the meeting.
