OTHER STAFF MEMBERS PRESENT Jim Narey, Planning Director OTHER STAFF MEMBERS ABSENT Mizan Rahman, City Engineer Chairman Todd called the regular meeting of the Maumelle Planning Commission to order at 6:30 pm. ANNOUNCEMENTS Mr. Jim Narey announced Commissioners Johnson and Fisher would not be in attendance. Mr. Narey also announced Hometown Thanksgiving would be on Thanksgiving Day at the community center, and tickets were available. APPROVAL OF MINUITES FOR September 23, 2010 Chairman Todd asked for comments and/or changes to the minutes as submitted. MOTION: Commissioner Kierre made a motion to approve the minutes as submitted. Commissioner Wyeth seconded the motion and the motion passed unanimously.
PUBLIC COMMENT Chairman Todd opened public comment at 6:34pm. OLD BUSINESS There was no old business NEW BUSINESS A) Proposed Ordinance Amendment pertaining to Sec.94-1 Definitions Mr. Narey stated the revision was to define grading as created with the help of Madam City Attorney Davis, the Commission, and the City of Island County Washington. MOTION: Commissioner Kierre made the motion to recommend to the City Council for approval an amendment to Section 94-1 Definitions, Grading. Commissioner Wyeth seconded the motion. The motion was passed unanimously. B) Proposed Ordinance Amendment pertaining to Sec. 94-4 Building Permit Required Mr. Narey stated two of the biggest changes to this section of the code were the wording “grade, or grading” has been added, as well as a clarification of enforcement procedures. Staff recommends for approval to the City Council. MOTION: Commissioner Greene made a motion to recommend for approval to the City Council an amendment to Section 94-4 Building Permit Required. Commissioner Wyeth seconded the motion.The motion was passed unanimously. C)Proposed Ordinance Amendment pertaining to Sec. 94-101 (4) Site Plan Review (in relation to Conditional Use Permit applications) Mr. Narey stated Maumelle regulations currently state when applying for a Conditional Use permit, applicants must submit a Site and Landscape plan subject to all review guidelines in Sections 94 and 70. Mr. Narey stated in a few situations recently applicants wanted to locate in existing facilities that were constructed before Maumelle City Code was in affect. Mr. Narey stated Staff recommended for approval to the City Council. MOTION: Commissioner Green motion to recommend to the City Council for approval an amendment to Section 94-101 (4) Site Plan Review for Conditional Use Permit applications. Commissioner Wyeth seconded the motion. The motion was passed unanimously. MOTION: Commissioner Wyeth made a motion to close public hearing.Commissioner Kierre seconded the motion and the motion passed unanimously.PUBLIC HEARING WAS CLOSED AT 6:41 pm. LIASON REPORTOctober 4: Please refer to City Council minutes. October 18: Commissioner Kierre reported that the City Council voted 6 for, 2 against, to accept responsibility for drainage maintenance in an area of the Riverland Subdivision. MOTION: Commissioner Kierre made a motion to adjourn the meeting. Commissioner Green & Wyeth seconded the motion and the motion passed unanimously. The meeting was adjourned at 6:43 p.m. Approved: |
